- You are a supply or procurement officer of the National Guard, the Air National Guard, or a militia of a State, Territory, or the District of Columbia, purchasing knives for organizational use.
- You are a supply or procurement officer or employee of the municipal government of the District of Columbia or a government entity of any State or Territory, or any county, city, or political subdivision thereof, acquiring knives for official purposes.
- You are a manufacturer of such knives or a legitimate dealer ordering on behalf of an eligible customer as described in paragraphs 1, 2, 3, or 4.
